Do we need to write learning outcomes for seminars, special topics, internships, independent study, sophomore/junior/senior thesis, etc.?

Generally speaking, no--because these courses are "variable content / variable credit" entries, they are by definition going to differ from term to term, and so any learning outcomes you enter would be valid only for the present term.
This begs a key question, though: when a student brings a seminar or a special topics course over in a transfer request, is there some way that the common-course numbered list can help the transcript reviewer determine how to classify those credits? Again, I don't see any way this kind of course can be "unpacked" by a system-wide list. Instead, it would require some more detailed information from the sending campus to determine, for instance, whether to count those 3 credits of internship credits as electives or as a substitute for (or equivalent of) your program's "internship" credits. That can only be done on a case-by-case basis.
Does this make sense?

This makes sense, and I would agree that learning outcomes would not be particularly useful in this case.
